Construction underway for residential buildings at central Pa. shopping center

The first residential buildings are under construction at a mixed-use development in Lancaster County.

The first phase of construction at Mi-Place at Rockvale, which is at the Shops @Rockvale in East Lampeter Township, is underway. This phase includes four buildings, each with four stories and 32 apartments.

The apartment will include one-, two- and three-bedroom floor plans.

Upon completion, the full community is planned to include 480 apartments across 15 buildings, all with elevators.

“This project continues to move from vision to reality,” Jeffrey Fernbach, CEO of Fernmoor, said in a news release. “The residential construction now underway represents another important step in transforming The Shops @ Rockvale into a connected community where people can live, shop, dine and gather, all in one location.”

Leasing is anticipated to begin in late 2026, with first move-ins happening in spring 2027.

When the $100 million redevelopment of the Shops @Rockvale is completed, the development will include housing, retail, dining, entertainment and other amenities.

Other property upgrades that have been completed or are underway include facade improvements, upgraded parking lot lighting, roof replacements and rooftop improvements in preparation for solar panels.

The Shops @Rockvale is owned by Fernmoor and is located at 35 S. Willowdale Drive. The shopping center, which has more than 30 stores and restaurants, has welcomed or will welcome several new tenants, including A New Dawn, Twisted Sisters Ice Cream & Handmade Chocolates, Uptown Cheapskate, The Cage, Zest Cooking School, The Back Nine Golf, AutoZone, W.O.L.F. Fitness, Miniature Realms & Adventures and Ezzy Eats Authentic Mexican Restaurant.
